Strategic Directions & Objectives
To meet our Mission, Values, and Vision, the College has developed Strategic Directions and Objectives. These structured goals guide actions and initiatives while providing measurable outcomes to demonstrate what success will look like in becoming the College of Choice, Partner of Choice, and Employer of Choice.
Primary Goal
OCC’s primary strategic goal is to double the graduation rate, to help students realize the economic and life benefits of an earned college credential. OCC will attain this goal through strategies focused on excellence, people, and equity.
Strategic Direction 1: Cultivate Operational Excellence and Sustainability
Objective 1: Become a student-ready college, promoting agency, access, and success for all students.
- Improve developmental education outcomes through corequisite models & placement
- Expand the online portfolio of programs & courses
- Advance student completion and equity through the Detroit Drives Degrees Community College Collaborative (D3C3)
- Grow an integrated service model through proactive, systematic, student success analytics
- Enhance operational efficiency and impact through streamlined processes and digitized forms
- Expand K-12 partnerships to grow dual enrollment opportunities and equity-based college access and success
Objective 2: Promote educational excellence, innovation, and support
- Adopt and implement a student satisfaction tool (Ruffalo Noel Levitz Student Satisfaction Inventory)
- Advance OCC’s Teaching and Learning Center (TLC)
- Increase student life/engagement opportunities through collaboration & planning
- Advance student completion and equity through the Detroit Drives Degrees Community College Collaborative (D3C3)
- Accelerate credit attainment through credit for prior learning, optimized modalities, and gateway course enhancement
- Increase employer-based mobility pathways and career connectedness
Objective 3: Engage in continuous improvement through organizational analysis to nimbly respond to external opportunities and threats.

Strategic Direction 2: Build a people first organization
Objective 1: Create transparent data infrastructure that allows for high levels of accountability and engagement from all employees.
- Expand student lifecycle data dashboards
- Initiate institutional process mapping
- Launch departmental Key Performance Indicators (KPIs)
Objective 2: Promote a culture of communication, collaboration, respect, and civility.
- Advance the Collaborative Decision-Making model (CDM)
- Pursue continual improvement of institutional culture and practices
Strategic Direction 3: Advance Diversity, Equity, and Inclusion and Justice (DEIJ) Policy and Practice (Active 2021-24)
Objective 1: Build an integrated diversity, equity, and Justice (DEIJ) and inclusion infrastructure to support students, staff, and community.
- Adopt & deploy a benchmarked DEIJ climate tool through the Global Diversity Equity & Inclusion Benchmarking survey
- Establish ongoing DEIJ professional development
